Rosemount 1 was the first planned data center building at Tract's proposed Rosemount technology park, a 447-acre farmland assembly in Section 28 south of Highway 55 (Courthouse Boulevard) between Emery and Fischer Avenues, Rosemount, Dakota County, Minnesota, on the southern edge of the Minneapolis-St. Paul metro.
Tract proposed the park in early 2025 as its second Minnesota location after Farmington. The environmental review examined a 2.3 million sq ft technology-park scenario and a 2.5 million sq ft light-industrial scenario, both requiring comprehensive-plan amendments. The Planning Commission recommended reguiding about 420 acres to business park on April 22, 2025, but Kimley-Horn withdrew Tract's application on June 27, 2025 after negative City Council feedback at a work session. Rosemount then adopted a one-year moratorium on new data centers (Ordinance 2026-03, April 21, 2026 to April 21, 2027). Dakota County records show no land sale to Tract; the parcels remain with the two prior owners.
