Tract's Rosemount site was a proposed 447-acre data center park in Section 28 of Rosemount, Dakota County, Minnesota: farmland south of Highway 55 (Courthouse Boulevard) between Emery Avenue and Fischer Avenue, on the southern edge of the Minneapolis-St. Paul metro. It was Tract's second Minnesota project after Farmington.

  • Land: eight parcels (about 461 acres gross) held by two owners; Dakota County records show no sale to Tract.
  • Review: the Minnesota Environmental Quality Board process examined three scenarios. Two required comprehensive-plan amendments: a 2.3 million sq ft technology park or a 2.5 million sq ft light-industrial center.
  • Status: the Planning Commission recommended reguiding about 420 acres to business park and expanding the MUSA on April 22, 2025. Kimley-Horn, for Tract, withdrew the application on June 27, 2025 after negative City Council feedback at a work session.
  • Rosemount adopted a one-year moratorium on new data centers (Ordinance 2026-03) on April 21, 2026, running to April 21, 2027; no data center application can be accepted or processed during that period.
